This is a global user action and takes one agument.

[] FIXBINDSEL BINDING-CONTROLLER

This action will bind the currently selected parameter of the currently selected device to the given BINDING-CONTROLLER. Think of it as a sort of freezing SELP action, although it is only meant to bind parameters of devices.
